What is this insect

Hope someone can help me identify these insects. We recently planted 2 river birches and a redbud tree. They seem to be doing OK, but at the site of new growth, we've noticed lots of tiny insects. Not sure what they are. I'll do my best to describe. They to me look like tiny yellow jackets in shape and form. Except their body instead of being yellow and black stripes are gray and black stripes. And they are all over the leaves and buds. Any ideas as to what they are? Thanks!

Size: 1/4", 1/2", 1"?
Obvious wings?
Ability to fly?
Eating leaves or boring?
Wasplike or beetle like?
Round or long and thin body?

Size- I'd say about 1/4 "
Obvious Wings- Yes
Fly- Not sure, haven't actually seen one fly yet, but I would think so by the looks of them, they usually hold pretty tight to the tree
Eating Leaves/Boring- I've seen both, when I first noticed them, they were boring into the new growth, some appeared to almost have their head stuck down into the tops of the new branches. Now the last ones I saw (after plucking them all off last week and spraying the tree with insecticidal soap) were on the leaves as well, particulary under them. Also some holes in the leaves from chewing I assume.
Wasplike/beetle like- No, look more like tiny flies
Shape-again, like tiny flies but they have a gray and black striped body

Had pretty much decided they were aphids because during the 1st infestation before I was checking every day, they'd been up there awhile I guess and had started to leave a sticky substance on the leaves which I read somewhere was made by aphids. But they don't really look anything like the pics I've seen, and my mom looked at them yesterday and said they didn't look like the aphids she'd gotten on her rose bushes. A different variety maybe?? I'm perplexed.

There are diffrent kinds of aphids, some are black, gray, green, orange, so that may be the problem. I would get something that will kill them right away because they multiply fast and move in swarms!
