Cotton-like bug, what is it?

They are appearing in the dozens on my clematis, but I've also found them on a climbing rose, a wisteria and on a hydrangea. They move in unison, away from your finger, if you try to touch them, they 'pop' off the vine when they are cornered. There are many tiny ants nearby as well. Any idea what they are?

Immature planthopper. They feed on the plants they are found on. They are related to cicadas and leafhoppers. Paul.
