Weird Spiral shaped cocoon or pod

hi....I was recently out in our yard and noticed a very wierd spiral shaped cocoon hanging from a few shrubs and also my daughter's swing set. The cocoon or pod is gray in color and looks hard to the touch. Can anyone tell me what this thing is? What insect is inside if any? And what to do about it? Whatever it is is killing my plants. Is there anyway to take a picture and attach it here? What makes you think that the critter associated with these 'cocoons' are responsible for your injured plants? In other words, what kind of damage do you see?
