Help! I can't figure out what these insects are!

I am having a horrible time this year in the garden. My entire yard even my 40 foot Gatalpa (SP?), has been infested by very tiny black insects. They seem to be causing the leaves to shrivel and yet are tiny enough to fit on the head of a pin. What they lack in size though, they definately make up for in quantity, there are thousands! Does anyone know what they might be? I cannot treat the leaves att he top of the tree but even on my small flowers I can't keep up with them. I would feel better knowing what is destroying my entire garden, so if anyone has any information please let me know. Thanks!
