Mean Looking Flying Burrowing Bug

This guy is on year two of living under one of my bluestones in my garden. He often comes out and flies around sort of protectively when I walk by. As it's right near a flowerbed, it's difficult to garden there.

What is this thing?

I don't know what it is either, but I tend to agree with 'day by day' about sawflies after googling it.

But we've realized that it's a Golden Digger Wasp.
