Is this a bee, hornet, mutated insect?

I have never seen anything like this in my life. Can anyone tell me what it is?

I saw this in Lancaster, Pa when I went out to catch our horses in their pasture. It was sitting on a log by a creek. Fortunately, I decided to grab my camera on the stroll out to get the horses.

It's one of the very specialized Ichneumon wasps, a female. They are parasitoids on a wide range of insects...this one on borers in wood.
