Type of ground bee nest?

| My mother in law found this ground nest. It is a hole about an inch in diameter surrounded by a papery donut shaped structure. Bees (small) are flying in and out constantly but do not seem to be aggressive. |

| Sounds like yellow jackets to me. I'd advise everyone to steer clear, as they will defend their nest and can be aggressive, especially at this time of the year. |
