Type of ground bee nest?

My mother in law found this ground nest. It is a hole about an inch in diameter surrounded by a papery donut shaped structure. Bees (small) are flying in and out constantly but do not seem to be aggressive.

Sounds like yellow jackets to me. I'd advise everyone to steer clear, as they will defend their nest and can be aggressive, especially at this time of the year.
