Pest on evergreen holly

| Today, May 23, found my Ilex shrub (Christmas Holly) covered, leaves and branches, with what closely resembles lightly-toasted sesame seeds. They don't move, but I can easily move them, I haven't found them on any other plants. My garden is on a terrace, 22 stories up in the middle of New York City, and everything is in containers. I'm assuming they are insects, and I sprayed, about an hour ago, with a potassium soap. I've never seen anything like this before. Please identify and confirm my treatment. Thank you. |
