what is this animal?

I live in eastern Maine. I have seen this critter twice. It will come close to people almost like a dog would. It appears to be almost hairless. It is all black except for the tips of the ears & nose which appear to be white or yellow in color.

A very mangy stray dog. That mange is what makes the skin black. It can be transmitted to other animals.

If you can, get a live trap, trap it and call Animal Control.

Since posting this I've shown this picture to a city worker. He told me this is a mangy fox who has been around for 3 years. Animal control has tried to catch it but to no avail. It is a very sad looking creature.

Looks more like a dog to me than a fox because of the skull shape and the ears. Foxes have prick ears and pointier muzzle. Poor thing must be in agony.
