small pond w/frogs - when to clean?

I've got a small garden pond in my backyard (Atlanta,GA). It's in desperate need of cleaning. At least 2 years worth of leaves, sticks, muck at the bottom. I've had frogs in residence there since we moved in. I assume they are still hibernating at the bottom.

I wanted to clean out the pond which would mean pumping out all the water. But I didn't want to cause harm to the frogs. In past years babies have shown up.

When is the best time to clean the pond without disturbing the frogs too much?
