sick turtle?

Well, it's obviously not in good health. It was lying limp on a rock, it didn't go into the water even when I jumped on the rock (I couldn't reach it from the shore so I had to jump there :P), and it's very thin.
But not noly that, this small common musk turtle has something weid on it's mouth. When put underwater, it looks like it has fluffy stuff coming out of it's mouth.

Does anyone know how I could get it to eat (I bought turtle food... I also tried lettuce and mushrooms but I was reading they're carnivorous) and what could possibly be wrong with it?
