Wildlife Incentive Programs

Greetings,
Has anyone participated in any of the Federal/State programs? I don't have a working farm(have 13 acres) to allow acreage to be set aside. My dealings with the local USDA-NRCS provided no guidance. I have looked at some programs the State Forestry offers but the state forester is backlogged to provide any advice.
Any other thoughts or suggestion ?
